Minutes of the Meeting of Tuesday, December 9, 2008

Vice Chairman Nancy Soderberg called the meeting to order at 6:40 PM.
REVIEW OF 11/18/08 MINUTES
A motion was made, seconded and passed to approve as presented the minutes from the meeting held on 11/18/08.
REPORTS
1. Helene DeFoe Monthly November Report
Helene DeFoe’s report included the following documents:
- Library Report for November, 2008 (See Attachement A)
- Planning & Construction Library Project Update Report –12/04/08 (See Attachment B)
- Budget Report - FY 2010 Town Budget (See Attachment C)
- Janet Burke Monthly Reports. Two reports dated 11/01/08 and 12/01/08 are attached.

OTHER BUSINESS
1. Carlo D’Este Dinner – the Friends have suggested having a fundraiser dinner featuring Carlo D’Este as the speaker, reviewing his book on Churchill. Carlo stated that he would be pleased to do this, and would want to include a four-minute slide show on the book. The New Seabury Country Club was suggested as an appropriate location for such an event.
2. Christmas Parade - The Christmas parade is scheduled for Saturday, Dec. 13th, at 6 PM. Staging area for the floats will be at the Sovereign Bank parking lot. The empty store next to CityplaceMarshall’s will be the location for casting votes for the People’s Choice Award for the best float in the parade. Helene DeFoe stated that the Library float is well in progress.
3. LEEDS Certification – At the Planning & Construction meeting on 12/04/09, Rick Pomroy reported that Stewart Roberts now feels he underestimated the amount of work that would be involved to do the placeLEEDS work and documentation and that the original $20,000 estimate for the work was somewhat low. Mr. Roberts has stated that he would like to revisit this issue with the committee.
4. The Friends Fund Raising Contributions & Their Use
Helene DeFoe reported that at the 12/04/08 Planning & Construction Committee (PCC) meeting, Catherine Laurent stated that the question had been raised by the library sub-committee as to how the PCC wanted the Friends’ contributions to be designated, i.e., memorial plaques, or furnishings. At that meeting, Joyce Mason reported that the Town has approved $5,500,000 toward the new library and that these funds will be available for all necessary furnishings. The PCC agreed that the room-naming doors’ contributions should be used for the enhancement of library services, and not furnishings.
Naming areas have been limited to 12 designated locations in the library where small memorial plaques will be placed. At the PCC meeting, a motion was made by Sheldon Gilbert, and unanimously approved, that the PCC approve a limited number (12) of small room-naming plaques; that the plaques themselves are to be under the jurisdiction of the PCC as to size, manufacture and wording, recognizing that “in memory of” is a legitimate subject; and that a larger plaque be placed at the entrance to the library recognizing all other major donors. In addition, it should be made clear to donors of the Friends endowment fund that the monies are to be used toward the enhancement of library services, and not furnishings.
5. Website Update on Library Construction. Helene DeFoe stated that she will take the responsibility to keep the library website up to date on progress of the new library construction project.
6. MA. Library Trustees Association/MA Friends of Libraries Annual Joint Conference in Marlboro, MA. – 11/01/08
Jane Dolan reported on the symposium she attended, and distributed informational material from the session. Jane stated that she found the symposium to be very worthwhile. A summary of the Library Trustees’ role in the community, prepared by Jane, and titled “Public Relations for the Library” is attached (See Attachment F).
7. Post Office Relocation
Helene DeFoe stated that Mashpee Commons is building the new Post Office and leasing it to the Post Office. The new Post Office will be located next to the library on addressStreetSteeple Street. The library has agreed to share the use of an electrical transformer with the Post Office, and will split the construction costs with Mashpee Commons. The Post Office was going to take care of the curb cut for the sidewalk on the other side of the street. Early on, there were many conversations about making sure the grades tied in correctly.

The next meeting of the Board of Library Trustees was set for Tuesday, January 13, 2009, at 6:30 PM, at Town Hall in Conference Room 2. As there was no further business, the meeting was adjourned at 8:00 PM.
